SAMSUNG FLOW via BLUETOOTH

Problem: i need samsung flow to be able to screen mirror between my fold 6 & tab s8 ultra via bluetooth alone without a wi-fi connection. However the problem is when we try that, a pop-up comes up requiring the tablet and the phone be connected to wi-fi, then it says to try again. I need screen mirroring to be done via bluetooth only. Samsung tech support says it should work but can't make it work. Please help i dont have wifi, just mobile data on my fold 6. My tablet is a wi-fi tablet. Please help

Are you following the steps in the following article for using Samsung Flow? https://www.samsung.com/us/support/answer/ANS00048749/

The devices may have to initially be connected while on the same network.
