Unable to add State ID to Wallet

ZF6 user and and have been trying for months, Samsung, to add my AZ license. ALWAYS error after selfie "complete".
On the phone with AZ MVD yesterday after ported from Samsung Wallet Team and they waited as i tried 3x to add. Didn't come across their system!!!
Have cleared app cache, system cache, and restarted phone. No help...
Will someone tell Samsung's Engineers to get on it please and push through a fix??
Or do we give up on Samsung and just go to Google. Please Assist and advise. Thank you
PS: Wallet on ZF5 had my license. Thanks

UPDATE JUN 2 2025
Thought to help anyone else with this issue... had noticed we can now use tap-to-pay between phones and/or Debit cards (only) now, though they can only be used with DEVELOPER MODE turned off!
This made me consider that this might have been the issue with adding my license... and indeed it was.
I then added it and turned back on developer mode. All good
