Be sure to follow the steps in this article: https://www.samsung.com/us/support/answer/ANS10003519/
If you continue to experience trouble completing the fit test, we recommend submitting an error report through the Wearables app. Select the Menu in the app>Tap the Settings icon>Contact Us>Error Reports
