Can someone tell me why my galaxy buds 2 the bottom light and top light are flickering red,green,orange,yellow and Bluetooth isn't working.

As you indicate the lights are flashing and the earbuds are unable to connect to Bluetooth, it is recommend to have them evaluated by an authorized technician.
