Advanced messaging no message receipts

I can't get message receipts to show up on my messaging. All of the tabs are turned on under advanced messaging and it will not show me if someone has read my message or not. Both of us have it turned on.

It depends on the carrier and also the other person might need to be with the same carrier or a phone with same feature.
