Call & text on other devices is currently not available with Verizon and AT&T phones. If you don't have those specific carriers, it should be in advanced settings.
I use a Samsung zflip4 and the "call and text on other devices" option is in the drop down menu along with the Bluetooth , Wi-Fi , and others available there. I hope this helps.
