How can I turn off daylight saving time in Samsung Galaxy S9?

I don't understand what you mean turn off daylight savings time. What are you trying to achieve?

I believe that is pushed by network phone is connected to. I never saw option to block it.

@entali You would need to turn off automatic network update of the time. 

Go to phone settings -> General management -> Date and time and turn off Automatic date and time. Then you can set the date and time manually.
