Is the phone paid off? If yes, you can get the unlock code from the AT&T website.

It may also be that you have a Samsung AT&T model with AT&T firmware installed on the phone, which will limit some functions of your phone on the new network. Ask your new carrier if they are able to flash the fireware to their network and remove the AT&T specific fireware. (Basically overwrite the AT&T firmware with theirs.) If not, it may be time to upgrade. The update service contract for the s10 series phones (with the exception of the s10 Lite) has expired so that they are no longer receiving updates, not even security and/or fireware updates, leaving it vulnerable to attacks.

@sparr0w Contact AT&T support and they will tell you how you can get your device network unlocked.

AT&T also locked 3 of my phones that were purchaes UNLOCKED Directly from Samsung.
I have not been under contract with AT&T for over 7 years and all my phones were suddenly locked by them in September.
My bill is current, I have had all phones unlocked with them for years and no suddenly they have locked all my phones (1 S10E, 2 S23's and 1 A54 5g.)
No explanation and the wait on hold for their CSU is over 30 minutes.
This a ridiculous.
I know it is not a Samsung issue but others that have AT&T as their carrier need to know what the carrier is arbitrarily doing with their customers.
Thank you DanG92263 for the directions.
