I can't call one of my contacts.

Hello. I am not sure if this is on my end or the contact I'm calling. 

 I have a Samsung S20 Ultra. My sister has an iPhone. Up to recently I have been able to call her with no trouble. Now when I call her, I will either get a generic voicemail or the call will start to go through the connecting process and then after about 15 seconds the call drops. There's no ringing.

She can call me. I can't call her. I am not blocked at her end and she is not blocked on my end. I tried deleting her contact and created a new profile for her but that didn't help either. 

I thought maybe it's some kind of network issue on her end, but everyone else can call her. We both rebooted our phones. Still no help.

Kind of baffled. Any suggestions would be greatly appreciated. Thank you!

Are you both with the same carrier ??

No. She is on T-Mobile and I'm on Xfinity Mobile. I can call others on T-Mobile with no trouble.

Nope. We've had our carriers for a while.

Most of the time it's due to porting out of one carrier to another. If the port isn't complete, what you just explained, is the result. Only other thing I can think of is seeing if your carrier has some kind of call block on your account, but weird that it just started.

Could be tower issue but seems strange it's only one number try a network reset
