Notification icons appear white or gray in status bar

Why do most notification icons appear as white or gray in the status bar (even if they have colors in the notification panel) but some just completely ignores this rule and have colors in the status bar? For example AccuWeather icons are orange, but appear white in the status bar. Google Home, Google Podcasts, and TikTok seem to ignore this and have full colors in the status bar and notification shade.

On Google Pixel all icons appear white with no exceptions, so is it just that Samsung or stock android allows for the icons to have color. Google disabled it on their own pixel software?

Never owned a Google Pixel so I wouldn't know I've always had it like that
