Unable to dismiss notifications black bar

I regularly have black bar notifications on the screen telling me the system has performed an action I have requested,  but I can't seem to dismiss them, or find any settings for them to reduce the onscreen time.  They can loiter for minutes,  usually covering the input box in messages. 

Any fixes,  or even know what they are?

The notifications are  staying for about 1 minute now.   This may be normal timing,  although they're still annoying. Screenshot_20200404-203337_Phone.jpg

Do you have any security apps installed?

Please go to Settings>Accessibility>Installed Services and check for any apps that could be contributing to this. 

 

Have you tried wiping the cache partition?

Power off the device

Press and hold volume up button, Home button and power button
When the screen with No commands message shows up tap on the screen
Use volume keys to highlight wipe cache partition and use the power button to select it
Confirm by selecting yes option

Then select reboot/restart

Thanks for your reply. 

Wiping  the cache didn't do much but, when I went to Settings>Accessibility>Installed Services, I found the setting I think I have been needing...

 

Settings>Accessibility>Advanced Settings>Time to take action

 

This is slightly misleading as it's been notifications telling me that the system has taken an action... like moving a file,  saving a draft or wireless charging paused.

 

But I'm hoping it's resolved.
