After the September update (GXGB) my phone app is not using default apps

When I am in a call then end the call and hit the message icon to send a sms (rcs) it brings up the picker for what app to use instead of going direct to Google messages as set in settings/apps/default apps/sms. If I pick messages then hit always it remembers but only for that one contact. Every single contact I try to text after a call will prompt this picker.

This has got to be a bug right?

Phone app is version 15.1.98

Thank you for posting. We understand that your phone is not using the default app you have selected. If you continue to get the prompt to select the app you want to open your selection with, please attempt to reset your settings. Reset settings will not erase security or language settings, accounts, personal data or settings for your downloaded apps. 
To reset settings Go to: 
1. Settings 
2. Select General Management
3. Tap on Reset 
4. Select Reset all Settings 
5. Confirm Reset Settings and tap Reset to restart your device after reset. 

Once your device powers on select your default apps: 

1. Go to settings 
2. Go to Apps 
3. Select option menu and select Default apps 
4. Choose the app category you would like to select a default app for. 

If this error reappears please submit an error report to provide feedback directly to the Samsung developer team. 

Long press Samsung Members icon on Apps screen and Tap Error reports.
Tap OK on the agreement popup for sending system log data.
Select Symptom category.
Describe the problem in detail and SEND.
