Can't select the grid size on the home page

Hello... I'm setting up a phone. When trying to change the grid layout on the home screen, I'm not getting the usual choices. I usually go to the setting and it gives me a choice of grid layouts... For example 4 or 5 across. The phone I'm setting up isn't showing those choices. Ideas??

Go to Settings, then Home screen, and tap on Home screen grid.

1. Tap and hold the homescreen page..
2. Select Settings(Gear Icon)
3. Tap "Home screen Grid"..
4. Choose the Grid...
