I've tried everything I could find on the internet about this and nothing works.

Copy any ringtone files to the
Internal Storage -> Ringtones
subdirectory

Then, of course:
Phone Dialer app
Three dot menu upper right
Settings
Call Alerts and Ringtone
Ringtone
... choose
SunsetLover
Asteroid
Options
Galaxy S21
phone won't let me paste the ringtone

Then do this
Phone Dialer app
Three dot menu upper right
Settings
Call Alerts and Ringtone
Ringtone
Tap the + in upper right
... choose the custom sound file

That doesn't allow me to set custom ringtones for contacts. This is crazy! why wouldn't a basic function be available on the "Ultra" model. I hate this phone more and more every day.

You can set a ringtone for a contact ...

(Phone, not Dialer) Settings
Apps
Contacts
Permissions
Allow Storage permission

Now go to Contacts (as in the Dialer app)
Choose a contact
Tap Info button (i)
Edit
Tap View more at bottom
Ringtone
... select the ringtone
Save

first issue with that non solution is that the phone is set to media storage for contacts and won't let me change it. Media storage? seriously?? I hate this phone.

Yea, that's what it'll show when you allow the permission ... this allows the Dialer to access a media file to be used as a ringtone

It should not have to be this hard and time consuming to set up a basic function. This phone is a pos.

Hmmm. Changing these settings shouldn't take more 1-2 minutes at most : )

Apps aren't allowed all permissions for security reasons, this is why you have to enable them.
