I even tried factory reset but this issue does not seem to resolve with a factory reset either. Frankly, I'm disappointed with Samsung.
Please try the following steps and see if this helps.
1. Disable Google Play Store
2. Reboot your phone
3. Enable Google Play Store
4. Updates apps
This worked for me. Annoying, because sometimes I reboot my phone to fix another problem, then Play Store stops behaving and I have to do these disable/reboot/enable steps again to fix it.
Maybe a Play Store or Samsung update some day will fix this properly.
