Would you clarify which app you're using? The version number of throwing me. If this is the photo editor built into the Samsung Gallery app, mine has a version of 13.0.00.40. In that app, I can add text by clicking the smiley face icon then tapping Text.

You are right, the gallery is 13.0.00.40, but the photos editor within Samsung gallery is the version 3.0.10.28
