Galaxy S21Hello Jtg1, Welcome to the Community. We understand how upsetting it is to not be able to use mobile data on your phone.
Do you have a work profile on the phone? If so, you may need to contact the administrator.
You can also try going to Settings -> Security and Privacy -> More security settings -> Device admin apps, you can see which apps may be blocking access to the network.
Here is a link for troubleshooting the network: https://www.samsung.com/uk/support/mobile-devices/how-to-troubleshoot-mobile-data-issues/
Additionally, test the phone in safe mode to see if you are allowed access to your network: https://www.samsung.com/us/support/troubleshooting/TSG01212956/
Last bit of troubleshooting should the above not resolve this is to try a factory reset. Back up everything you can beforehand (https://www.samsung.com/us/support/answer/ANS00060517/) and give the steps here a try: https://www.samsung.com/us/support/answer/ANS00062029/
If the carrier is unable to resolve this, then it's time to look into certified service options.
You can use the following link to find a list of service centers in the U.S. that can do the repair: http://www.samsung.com/us/support/service/location or by contacting customer support at 1-800-726-7864.
For international customers, please use this link: https://www.samsung.com/us/common/visitlocationsite.html
