Exclamation mark on photos

I had to do a factory reset on my phone yesterday as it had a virus. Everything looks great except when I go to send someone a picture via text, this is what I see.... this has never happened before so I assume it's a setting somewhere. I have read a bunch of posts on here and elsewhere. Nothing has solved the problem. And it doesn't show up anywhere else so I can't tell where the problem is coming from. Help!

@Sunshine106 After the factory reset did you restore the data, including photos, to your phone?

Yes. I had backed up everything, so I restored all data.

@Sunshine106 It looks like although the Gallery cache was restored, the actual photos weren't restored,

Yes. I discovered that I had to download the pictures I had on my phone so that OneDrive could sync everything. Everything syncs to my OD so that's why it was showing as an exclamation mark. Thank you!

If you try to open one of them does it correctly show the photo?

The Gallery app doesn't play well with SVG files, you know.
