How do I access my phone backup to retrieve videos/photos?

I thought it was on a samsung cloud which I am logged into now but do not see where my data is stored.

Samsung Cloud does not store files, videos or photos. you'll need to subscribe to Google Drive, OneDrive, Dropbox, etc. as of now those items are only on your device.
