Galaxy S23This is an issue to take up with AT&T. If you purchased the original phone on AT&T & then paid it off, it should have been automatically unlocked. I would assume that the phone under AT&T was active for more than the 3 required months, so they should unlock it. This is not a Samsung issue, it is an AT&T issue. If they will not unlock it because it now of their network, just switch carriers for 3 months. If you buy a locked phone from any carrier, they all require a certain amount of active time on their network before they will unlock it. Like I said, you can try to argue the point that it was on their network previously and should, therefore, be eligible to be unlocked.
