Press and hold on any empty space on the home screen.
Tap Settings
Tap App screen grid
Change the dimensions of the number of icons to be displayed (to 5x5).

You are using Home Up app and I can think of two ways to reduce icon size.
In Home Up, you can change number of column of app list from 4 to 5.
If you don't want 5 columns, you can use Theme park to reduce the size. Go to icon, create new one, reduce the size, save and apply. However, this will reduce icon on both home screen and app drawer but the folder size doesn't change.
