Has anyone else had the issue of Bixby closing very quickly, even being non-responsive while charging? Is there an issue? Or is it the way the app is designed to work?

Thanks for reaching out. I can see how Bixby not working as intended can be frustrating. The first thing I would try out is resetting Bixby, which this troubleshooting guide can walk you through in addition to other troubleshooting steps: https://www.samsung.com/us/support/troubleshooting/TSG01001306/
Also, try using a different charger, one that is compatible with your device, to see if the charger is at fault for this behavior.
If the above doesn't work, try submitting a detailed error report via the Members app: https://www.samsung.com/ae/support/mobile-devices/raising-an-error-report-via-samsung-members-app/#:....
