I recently had my phone replaced with a refurbished phone. My broken phone had the October montly update. I did smart switch to transfer all my data over to my replacement device and my new phone just shows September update only.

Do you have a computer?  You can download Smart Switch for computer, connect your phone and try to force the update.  Whether that works for the monthly updates or just the OS/UI updates, I can't say.  Do you have a backup of the old device that you can restore in the Samsung Cloud?
