I and ex military and I really like my time format displays as hh:mm:ss. On my S23 Ulta I have the hh:mm but I cannot figure out how to display the seconds.

The only way to achieve this is by utilizing Goodlock and its module, QuickStar. Goodlock is an official Samsung app available on the Galaxy Store.

Please note that this customization will only affect the expanded notification area.

While it is possible to display the 24-hour clock, adding seconds may potentially drain the battery.

You can only have hr:mm on Taskbar but if you download Goodlock and install the Quickstar module you can set it to display secs when you swipe down on the Taskbar

Or you can change an ease of access feature to double click power button and have world clock show
