How to prevent any USB data transfers when the screen is locked?

iPhones can disable any interaction when the phone is locked, preventing people from reselling the phone, because there's no way to format it.

How to do it in Samsung? This is needed, it's basic security and theft protection.

Parts should be locked as well.

So, what about DFU mode or similar? Can the phone be put into a DFU state then resetted so commands can be sent again?
