Hello, We understand the frustration of receiving delayed messages and notifications, as well as unreliable data connections.

This article will walk you through some settings that may affect receiving notifications: https://www.samsung.com/us/support/troubleshooting/TSG01001588

You can also reset the app preferences. Here are the steps : Go to Settings >> Apps >> Tap on three dots on the top right >> Reset app preferences >> Reset.

Another step is to reset the Network settings: Go to Settings > General Management > Reset > Reset Network Settings (Please note that this will reset Wi-Fi, Cellular data, and Bluetooth settings which means you will have to input your Wi-Fi credentials again.

Additionally, we recommend disconnecting from any VPNs you have connected to, and testing the phone.

Note 10+ here with same issue. Does happen worse if on WiFi. I think it is a carrier issue since messages and/or notifications are sent through the network via the carrier and are not device-specific.
