Try clearing the cache of the message app > then restart the phone and see if that works. Also, make sure the message app is updated to the most recent version. Having stable WI-FI is necessary for messages to be sent or received.
NOTE: If you are having trouble sending or receiving text messages, mms or they seem slow, it is usually an issue with the carrier or its service.

For me, I can send/receive sms. But for mms, I have to switch to data. It's stupid

Agreed! Same long standing issue. Fix this Samsung! You should work in any bandwidth or network without users having to toggle config!!

You can switch to Google Messages and see if that helps with the issue, if not, you can always switch back.
