Galaxy S23I would suggest taking it to a certified repair center to have the phone checked out since its doing it in safe mode also. They will run some tests on your device and hopefully figure out whats causing the issue.

Galaxy S23I'm not sure how much it would be for them to run the tests you can call and they should be able to give a est. on the price. I would also suggest running the diagnostic testing in the support tab of the Members app to see if it might show a issue also.
