Title says it all, sometimes my S23 doesn't play a notification sound. It's very inconsistent. Notifications aren't muted or blocked, volume is up, I'm not in vibrate or silent mode.

I've already restarted my phone twice to double check it wasn't just a temp glitch. I just saw that I received a text and got no notification sound.

You can try doing a partition cache clear which is good at cleaning out the software bugs that sometimes come with these updates.

Hello Karthxlr, I understand you are not receiving notifications. Welcome to the Samsung Community and thank you for posting.  I understand you have attempted some troubleshooting steps for getting the sounds to work. There are some additional steps you can try.

1. Check and Increase Notification Volume Level

To do so, go to Settings > Sounds and vibration > Volume. Increase the slider next to Notifications by moving it to right.

2. Disable Separate App Sound

Open Settings > Sounds and vibration > Separate app sound

3. Reset Settings

To reset settings, go to Settings > General Management > Reset > Reset all settings

Doing so will not remove your personal data from your phone. However, all settings such as Wi-Fi, Bluetooth, app permissions, etc., will be reset.

4. Test the phone in Safe Mode to determine if a 3rd party app is interfering. https://www.samsung.com/us/support/answer/ANS00062983/

If you are still having issues I recommend allowing your unit to be evaluated by an authorized service technician. You can use the following link to find a list of service centers in the U.S. that can do the repair: http://www.samsung.com/us/support/service/ or by contacting customer support at 1-800-726-7864.
