Does samsung plan on adding their own RCS feature to the messages app. Google messages has too many bugs.

I had the feature for a while on regular samsung messages... but it went away after the last update i got

Samsung has RCS Messaging it depends on your carrier certain carriers like AT&T and TMobile only allow RCS via Google Messages

Yes, Samsung has turned on RCS, but it is up to your carrier to utilize it.
