It used to be that sensors off would disable finger print scanner, just found out 21 and newer it doesn't. Which may be convenient but at least in the US is a serious concern when it comes to law enforcement. There is some case law that physically pressing your thumb into your phone is a "non identifying" action and therefore not a 4th ammendment violation, but raises huge privacy concerns cause they can not only access your private information but also manage and delete it! 

If for convience reasons they want it turned on I get it but I would I like to manage the sensors and restrict various apps at different times. There are other ways to turn it off temporarily but none that you can do quickly. Which is a huge concern

I toggled on lockdown mode for this it's a option when you long press the power button and requires the pin to be entered to unlock.
Go to Phone settings and search for Lockdown and toggle it on.
