Galaxy S23Hello Zanitor2924, Welcome to the Community. We understand how frustrating it is when you are unable to use Wi-Fi on your phone. Since resetting the settings, Safe Mode, and clearing the cache partition has not helped, the next step would be a factory reset of the phone. https://www.samsung.com/us/support/answer/ANS00062029/
If the Wi-Fi will still not turn on after the reset, it is recommended to have the phone serviced. You can use the following link to find a list of service centers in he U.S. that can do the repair: http://www.samsung.com/us/support/service/ or by contacting customer support at 1-800-726-7864.

Galaxy S23Try resetting your Network Settings via:
Settings | General management | Reset | Reset Network Settings
You could also try resetting your phones cache partition if the above does not help, as this is sometimes required after an update.
