All apps are crashing with no storage issue- horrible experience

My new s24 plus has 512 gb storage but phone gets hanged and apps are crashing and whatsapp is unable to downlaod any content stating low storage issue . when I opened device care it shows 391 gb available but shows a warning beneath that no storage available . Didn't expect this from s24 plus. This is happening on and off

Is it unlocked or a carrier locked? I have a 256g version s24+ and it's flawless. Locked on AT&T.
