Samsung decided to merge this post into the main Beta Thread, I was hopping this would be a stand-alone thread, not one buried on page 46...  Here is what I have found to be the requirements for the current ONE UI 7.0 Beta

First off is eligibility.  Don't read past this part if you are not eligible, as it will not relate to your device.
To be eligible you would need a Samsung Galaxy device in the S24 lineup (S24, S24+, and S24 Ultra) with the exception of the S24 FE, the FE device is not currently eligible.

Your device would ALSO need to be either a Factory unlocked or a T-Mobile carrier branded device.  If you bought your device from a carrier, and they "unlocked" it for you so you could use it on a different carrier, then this does not count, and you are ineligible (unless you initially bought from T-Mobile).  So if you bought an AT&T locked device, and then got it unlocked by AT&T, then you are not eligible, but if you bought from Samsung and selected Unlocked at the time of purchase, and have it activated on the AT&T service, then you ARE eligible.

This is where you go to get started.  Currently there are 14 banners if you have the Beta banner, and it is 14/14.  If you have all 14 banners (not 13) then click on the weird Megaphone icon in the upper right, and go to notices.  Likely the top option here is for the OneUI Beta, tap on this, then on the banner at the top (the one that says Join Now in a tiny black oval).  Then there will be a lot of reading, to see what you are getting yourself into, and finally an Enroll button.  Click on this to actually enroll into the Beta.

Wait a moment
After clicking on the Enroll button, it will appear to do nothing, or you will see a notification at the bottom of the screen for a second.  This is not where the download starts, but instead, this is changing your update server to the Beta one.  IT can take a few minutes for this to actually finish (despite the notification disappearing faster than you can read it).  

System Update
You are now ready to get the update installed!  Go to your software update (Settings | Software update) to check for an update.  if the step above has finished, you will see that there is an update that will take you to ONE UI 7.0, android 15.  This is a 4.7gb update (at least it was when I installed it) so will take a bit of time.  After the reboot, you will be on ONE UI 7.0 which is based off of Android 15.

Beta Full
If you get a popup that the beta is full, do not worry.  More seats open up as people realize that beta is not for them, and Samsung (at least with previous betas) will expand this to more users as time goes on, so keep trying these steps until you are in.

Thank you for sharing that, i was waiting for the beta my S24 Ultra is locked with AT@T so sad i can't have it, it's a shame, i will never buy a phone carrier again

Umm i tried to enroll in the one ui 7 beta but it says the maximum number of participants reached 🤔! does this mean there isn't any possible way to join? Like that's it? I'm really sad about this one like why is there limits please help?
