Do they randomly pick people for beta program? I've never had the banner to show up.

The betas are open to select carriers I know T Mobile participates in the betas and Verizon never joins betas.

When a beta opens up you will see a banner at the top of the members app if your card and phone is allowed to join it.

Samsung usually wants unlocked units of the current flagship phones. At the top of the main page of the members app, a banner will appear announcing that the beta is open. Press it and follow instructions.
