It's been removed from the One UI 6.1.1 update. However, UniverseIce on Twitter said after a large amount of feedback, Samsung is bringing back the GIF creator from smart select. Not sure if it'll return with the new One UI 7 update or sooner.

I'm not sure why samsung thought it was a good idea to remove the gif creater from smart select to begin with. Samsung has been screwing up a lot lately.
