For the plan that I am on it is free even after beta because I have the go 5g next plan

Yes go5g next is free starlink all other plans pay for it after beta.

Starlink to work requires ground stations as mobile phones don't have satellite receivers and transmitters, and starlink does not use cell towers.
No ground stations in range no phone calls
unless cell towers are in range.
