The version Apple is on is irrelavant to the version that Samsung or Google are on, as IOS and ANDROID do not even line up.  The numbers mean literally nothing other than the fact that it is the next version.  Apple and Android did not start development at the exact same time, so are on different versions.  Windows has been making PC operating systems since before cell phones existed, but are only on Version 11, so by your logic, are far behind.
