I have a 6 Classic, now with a 25 Ultra, had a Note 20. MY issue is that when I get a notification, and try to reply to it via sms, the icon is the old Samsung sms and does not actually reply. If I open the Google sms app on my watch, I can reply. I am also noticing the same issue from Facebook Messenger/Instagram as well. What can I do?

I believe they disabled samsung message app, since S25 models does support it on the 7.0.

My issue is that the actual notification is Samsung messages, not Google messages. How can I change it? I can always back out of the notification and open Google Messages and reply, but when I'm in a chemical plant needing to answer a quick message, it's a pain for the extra steps.

You have to use Google Messages on both devices. Watch and Phone, if you have Samsung Messages on your phone delete
Or disble it.

I am using the Google version on both devices. Shouldn't the notification icon on the watch be Google Messages and no Samsung messages?

Have you gone into settings on the wear app, notifications, make sure Samsung Messages is toggled off. Google Messages is toggled on.
When you set up your Watch Classic on your S25U was it previously paired with your Note 20?
How did you set up your watch?

Use Google Messages on your phone and watch.  Facebook Messenger is a different issue.  A recent update of Messenger disabled responding from the watch somehow. Meta has not fixed the issue in subsequent updates.  You will have to uninstall Messenger and obtain the apk for version 485.0.0.58.11. When uninstalling, do not keep the data (this will not delete your chats), and turn off auto update in both the play store and the Messenger app settings or you will keep getting the bad versions back.

Yes, as @Robin621k said, go into the Wear app, watch settings/notifications/app notifications and turn off the notifications from Samsung Messages and turn on the notifications from Google messages.  Also, edit your watch apps screen to move the Samsung messages icon to a location where you won't hit it by mistake, since it cannot be uninstalled at this point (one day it may disappear). You can disable it, though.  I have grouped some apps I will never use on the watch into a folder called "useless stuff" and moved that folder all the way to the bottom.
