Try resetting connection settings on your watch it usually fixes that problem

From the watch screen, press the Home button to open the apps screen
Navigate to Settings > Connections > Mobile networks > Mobile plans > Reset all mobile plans
Review the information and tap the Radio button icon to agree
If prompted, enter the current PIN, password, or pattern
Tap Reset to confirm
Or Using the Galaxy Wearable app

Open the Galaxy Wearable app on a connected phone
Tap Watch settings
Tap General > Reset > Reset again to confirm

turning off Emergency SOS:
Open Settings
Tap Safety and emergency
Tap Emergency SOS
Toggle the switch to turn Emergency SOS off
