Would like to have the phone take over control of notifications when not wearing the watch, like the watch isn't connected without turning off bluetooth.

When you are not wearing the watch, all notifications should be on the phone, since the notifications to your watch come from the phone.  When you are not wearing the watch, even if connected to the phone, the watch will not receive notifications, but the phone always will, except for those you disabled.  You can also go into the Wear app and make sure "mute notifications on phone" is turned off, even though it shouldn't affect getting notifications on the phone if the watch is not tethered to your phone.  That setting is only so that you won't get a notification sound on your phone while wearing the watch, and all notifications will come to the watch when connected. Any notification that comes in on your watch gets shown on the phone.  Since notifications don't normally come to the watch when the watch is not connected, it shouldn't be an issue. But it's not going to hurt anything to turn it off.

To manage notifications on your Galaxy Watch without disconnecting it, enable "Do Not Disturb" mode, use "Auto Switch" notifications, turn off notification mirroring, set your phone as the default device for notifications when the watch is disconnected, use "Phone Only" mode on the watch, or manually disconnect the watch.

I'll try to describe better. I have my watch set to only vibrate. If I get a notification my phone still sounds. I want the phone to be totally silent with no vibration when wearing the watch without having to go into settings all the time. I created a routine to silence the phone while watch is connected. There isn't a routine that can be created for wearing or not wearing. I have to turn Bluetooth off on watch so the notification sounds etc will turn on on the phone. Here's what I would like. For that last part to happen when I take the watch off while leaving bluetooth on.

The way you worded your first post was as if you didn't want notifications to come to the watch and only be on the phone when you are not wearing your watch, and it is not in Bluetooth range.  If you want the notifications on the watch only and not the phone, turn on "mute notifications on phone" and the notifications will come to your watch, not the phone.  You do not have to turn BT off for this, if you want the notifications on the watch even when not connected by BT, turn on remote connection in the Wear app.  This will keep your phone and watch connected even when out of Bluetooth range as long as you have a network connection (the devices connect through Google Cloud Services).  The watch and phone do not have to be on the same network - or even the same type of network - one can be on wi-fi, the other can be on mobile data.  No notifications will come to the watch if you are not actually wearing it, they took that option away when they switched from Tizon to WearOS.  You can still have silent notifications on the phone, just by not allowing sound and vibration.  You will get the notification bubbles, but not the sound.

Once again, if you turn on the "mute notifications on phone" setting, the notifications will be muted on the phone when you have the watch on.  When you are not wearing the watch, whether connected to the phone or not, notifications do NOT come to the watch and the sounds will return to your phone. You do not need a routine for that.

I appreciate all the help on this. And excuse me if I get confused or confuse.

I disabled the routine I created for "watch connected phone muted" for these tests.

1- I want BT always on for syncing. Wifi always off (don't need to use remote connection).

2- Notifications for an app is turned off in watch settings. But app still vibrates on watch while wearing. Example - Google Voice app. Text message.

3- Not wearing and BT off. Phone notifications with sounds or vibrations work as expected.

4- Watch connected (BT on) not wearing. Phone and watch notifications work as expected.

5- Mute on watch for apps. All notifications on phone and watch work as expected.

6- When not wearing watch (BT on for syncing) want watch notifications totally mute and phone notifications be like mute setting on watch is turned off.

7- While wearing. If app in watch mute setting is not muted I still want phone to be totally muted like all apps are muted in watch mute settings. Some apps I don't want notifications on watch but still don't want sound or vibration on phone while wearing.

Basically I want the phone totally muted (even the notifications I don't have sent to the watch) when wearing the watch.

The info about muting phone while getting notifications on the watch is correct. The Google Voice app tricked me because it seems even though you can turn off notifications to watch it doesn't turn it off. Found out by trying a different app and I was able to turn it off.
