Stand Alone Galaxy Watch for a child with no phone

I use a Samsung S24 Ultra on Verizon (my wife also uses an android).  We would like to give our 12yo son a stand alone LTE watch with its own phone number.   He does not have a cell phone and we don't intend to get him one.  Is this possible? (This is possible if we were in the apple ecosystem (I just convinced my wife to switch to android cause it is better, btw!))

Yeah he can call on it and maybe play games on the watch but thats pretty much it he can text from it
