Samsung NE63A561158 does not maintain heat accurately

I have been dealing with issues with my Samsung Oveb NE63A561158 since August.   I have had a technician to my house 4 times. Multiple parts have been replaced on my oven.  The oven has burned or ruined (due to underbaking) multiple cookies, cakes and casseroles.   Today’s visit with the technician resulted in “in spec” readings from my oven.  When I inquired why there are no tests run with food in the oven, the technician states that the oven is working appropriately - and tests aren’t run while actually baking.  We have purchased infrared temperature guns which show the oven does not heat back up with food in it.  We have taken temperatures of food. 
I can attest that the oven does not regain heat to the preset temperature to “bake” cookies or casseroles within the recommended (or double) times.  And if you increase temperature, the items will burn.  
I.e - cookies that bake for 12 minutes can take 35 or more minutes and still come out raw in the middle. Green Bean casserole never got above 200 degrees internal temperature after 90 minutes at “350 degrees”.  Never “browned” on top.  Cookies
 baked at 360 degrees burned in 10 minutes. 
I am at a complete loss - the amount of lost food from this oven is staggering.  
Has anyone had a similar issue with their Samsung oven?
