LED and OLED TVsI am having the same issue as the following person did copied below. This is happening with two of my Samsung TV's and I just keep getting told that I need to send it out and pay for support. The solution that you kept referencing this person to go to does not the solve the issue. I have tried everything on both TV's. Connecting to a hotspot instead of home network, factory restoring, cold booting,... and several other exhausting tactics.
Same issue as this person:

LED and OLED TVsMy 50 inch Samsung smart TV had a memory overage notification and suggested I do a reset. I started doing that and was directed to screen to do a reset. I went through step one and entered the 0000 pin, and went to step 2, after step 2 went to step 3 hit the right arrow to advance and now the TV is frozen on step 3. The remote buttons will no longer bring up any of the menus, nor allow me to to advance or go back (the only buttons that will do anything in this frozen state are the power and volume buttons)
I went through Samsung test support via text and that was absolutely worthless, all they would say is I could pay for someone to come out and maybe fix it, I was also told that I should buy another remote and believe it or not buy another TV. I followed the directions that the smart TV directed and now Im stuck with a TV with a frozen screen on step 3 of the reset process and Samsung tech support doesn't have a clue on how to break out of/ reset the TV. I will also add the TV and remote were working fine until I recieved the memory issue and advised to reset the TV.

LED and OLED TVsIt won't allow me to skip step 3. No buttons work. I have to factory reset the tv again. If I don't try and accept the terms and conditions and skip before step three I can get it past, but no apps will show up unless I accept the terms and conditions. If I attempt to accept them after the setup the same thing occurs and it gets stuck on that screen (Step 2 in that case) as well and won't let me past.

LED and OLED TVsI had the same issue with my 2019 series 7, model UN70NU6900FXZA.
I used the 2nd method on this site to access the secret menu for techs and then reset to factory under options. Hope it works for you.
HardReset.info:
Second method:
In the beginning, turn the TV off by pressing the Power button on the remote.
SAMSUNG QE55Q7FN Power button
Then press the buttons on the remote in this order: Mute, 1, 8, 2 and Power.
Now TV will turn on and the Service Menu should be on the screen.
SAMSUNG QE55Q7FN Service menu
Use the Arrow button to move through the menu and OK button to confirm selections.

LED and OLED TVsThank you for the information. I have done the factory reset by accessing that menu. It still runs into the same issue. It was yelling at him that he was running out of storage right before the issue started. If I skip the terms and conditions and do it after it will freeze on step 2 and then I reboot the TV and get some of the apps but can't access any that aren't on the bottom of the screen when pressing the home button. I also tried a flash drive to expand the storage.
