If you mean you are trying to use your phone as a TV remote, you will need to search for a TV remote app in the play store.  Vizio has its own app, but there are also universal remote apps there.  If your TV is a smart TV, it must be on the same wi-fi network as the phone.   If your TV is not a smart TV, but has Bluetooth, you may (and I not sure about this) be able to control it via an app on BT.

Mine won't work with my vizio, if it does it's so slow. Works great with my other tvs though. Weird.

Are you trying to mirror/cast from you phone to the TV? You dont do that via hot spot, you use Smart View.
