Cannot enter my email and password into "SAMSUNG ACCOUNT" in Smart Hub

I have a 2016 Samsung UN40J520 that I am trying to activate.  The manual says to press MENU>SMART HUB>SAMSUNG ACCOUNT and click Samsung Account to enter my email and passcode.

When I do this, a pop-up says "This Function Is Not Available".  I have burned at least 20 hours with Samsung 'EXPERTS' and am no closer to finding the solution for entering my account information into the site.
