Cant rearrange apps anymore

There used to be an option to arrange the apps on the home screen. Ever since the Samsung tv debacle yesterday I can no longer press up on the app icon and move the app forward or backwards.

Hover over the app and hold down the center button in the arrows. You'll see an option to move

That options disappeared after the samsung tv app disappeared.

Before all I had to do was hover the app and press up. If I press the button in the center of the arrows it opens the app. Holding the button doesn't work either
