Detailed Pop up Notification not working

On my S23U and Tab S9+ I set the pop up notification to detailed view but when I receive a notification, nothing shows. Others have also mentioned this. Any way to fix it?

I don't have this issue.
It's in the recovery option at boot

Yes. Wiping the cache did nothing. The phone just blinks when I get a notification but does not display details.

Yes. Safe mode. It activated the screen but no detailed view.

Figured it out. You have to to turn off floating notifications. That sucks
