Ensure all devices are synced with a notification and completed together

How do I ensure all my galaxy devices are synced and simultaneously notify me and are dismissed or completed together?

@tlb213 IME you need to be signed into your Samsung account and then (for app notifications) logged into the apps (they don't need to be open). Even then, the notifications are typically off by a few seconds. 

IME they won't be dismissed nor completed on other devices when dismissed or viewed on one device.
