I can already change apps wherever I want on the home screen

You have been able to rearrange the android homescreen since 2009.

The apps have been like the iPhone since 2009, way before the iPhone allowed it. So yes, you can move the apps anywhere. Also, the app style color separately, can be accessible in settings, but not all apps will adapt.
